Having failed to reach you in several telephone attempts, I respond by this letter to your last communication.
First, members of the board will were well aware of the ownership of apartments 2L and 6A by unsold shareholders, the reason why they were unsold shareholders and who they were. In fact, it was a matter discussed in the recent to shareholder vote concerning the garage lease. For further verification you can check with members of the board who are no longer serving. The current owners were, by the letters written by the sponsor at the times they took title, designated as successors to the sponsor’s unsold shareholder status. Their status was recognized by prior boards when they leased their apartments without permission and were exempt from paying subleasing fees.
Second, thank you for confirming you will fulfill the required semi-annual reporting to New York City.
Finally, Mr. Henry Williams of my office did respond to Maria Cianci of your office about the issues raised in her letter dated December 29, 1999. The response was given verbally, soon after the letter was received, as requested in Maria Cianci letter. Further, Mr. Williams answered questions 1 through 6 except for item 4 which is still being researched. Items 7 and 8 were discussed by us in a telephone conversation in which you explained the law of multiple

ownership with respect to item 7 and I informed you that Jim Kafadar was making and distributing copies of the offering plan and other documents on a CD ROM in response to Item 8. Jim confirmed he was sending you the CD. I think this responds to your concerns. If not, please call or write.
